The decision-makers may have wound up with a "It doesn't bother us" perspective towards the Star Wars underworld and concluded that "small" problems of that sort wouldn't shake the grand galactic system. For that matter, too, the fall of the Republic wasn't quite a matter of barbarians howling in from the outer fringe... although I'm wondering if the Jedi wound up so busy trying to handle existing things spinning out of control (as suggested in the AotC opening crawl) that they couldn't spare time to hunt down the Sith.
(However, at times I connect Palpatine saying that the Republic "has stood for a thousand years" with the comments about the Sith "having been extinct for a millennium" to conclude that the galaxy has only had a thousand years of peace, much less time than the Jedi have been around. Since Yoda is nine hundred years old, I keep imagining him as having some awareness of the days of reconstruction...)
As an off-topic question (one this post wasn't intended just to draw out), where did you get that "Powerpuff"-style icon? That's the first one interpreting Star Wars that I've seen. Of course, my hypersensitivity to the way the characters are interpreted does make me wonder about Anakin's expression in it.
